The Chairman of the Special Parliamentary Committee on Public Sector Reform and Service Delivery Honourable Gary Juffa today expressed concern at the ongoing administrative conflict of MVIL and RTA as far as efficiency of service delivery to the public is concerned.

The Committee has witnessed the alarming overnight creation of many costly organizations and structures in the past which add to the overall cost of State administration with no clear economic or social returns.

“My Committee has been developing a facility whereby the creation of new State entities are professionally and properly institutionalised by use of proper business case models and justification for their existence to benefit the country. The 2018 Auditor General’s report states that- we had 1,419 instrumentalities of State. We cannot just produce organizations out of thin air and convenience, as in the past,” Mr Juffa said.

“At the end of this ongoing saga between both organizations I am insisting on one final administrative meeting point that benefits the public in the current conflict. The public’s convenience is to be served- not the organizations!”

Concerning efficiency, Mr Juffa warns that all motor vehicle owners must be afforded a one stop shop service where 3rd Party Insurance and Regulatory fees are paid at one counter, albeit a MVIL or RTA service counter.

“Under my Committee’s watch, the public will NOT be running around trying to chase both organizations to make multiple payments,” Mr Juffa said.
